Hints
Hint 1 was in the envelope in teams' game packets; it was a time zone map:

Hint 2 was "Letters should proceed around the globe from GMT eastward; do not try to calculate letters from GMT westward."
Solution
The big hint here (not counting those from Game Control!) was the note at the bottom, suggesting that time had something to do with this clue.
Although the time zone encryption scheme was fairly straightforward, the catch, which threw many teams off, was that one needed to count forward (around the globe eastward from Greenwich) ONLY, adding hours to Greenwich mean time (which was counted as 1, "A"), not subtracting them in going westward.
The pre-game hint London = Zulu + 1 was meant to tip players off that Zulu time (GMT) was set to the letter A, not Z. This was made somewhat redundant by the free information in the clue that Casablanca, Morocco = A, because Casablanca, like London, is on Greenwich Mean Time, which we assumed teams would know, if they paid attention in geography class as kids.
