Hint 2 was at Game Control's discretion, depending on how confusing a team found this clue.
Solution
Although Game Control was slightly worried about the possibility of teams taking the pub crawl seriously, teams restrained themselves and did not actually go off and have a drink at every site listed in the clue -- at least, not during the game!
If you marked the location of each pub on your map, and then connected the lines together (in the four groups suggested by the spacing of the groups in the original clue), you came up with a figure somewhat like this:
