YABA4 - clue 14

Pre-game hint
#2 gave players instructions on how to play baccarat.
However, Game Control was concerned that some tteams might
not have solved the pre-game clue, and so the rules were
provided with the clue - but those teams that had learned
the rules of baccarat were at a distinct time advantage.
Text of Clue (All Divisions)
That evil Russian genius, Dr. Zeus, is planning to detonate
a huge supply of explosives that his henchmen have planted
in an enormous secret cavern under San Francisco Bay. Zeus
has assured Bond that this will drain the Bay and cause
a tidal wave in San Francisco and the surrounding cities.
Ever the gentlemen, Bond and Zeus have agreed to play seven
hands of baccarat in order to determine whether Zeus will
go ahead with his plan, or if he will retire to his hidden
fortress to wreak havoc another day.
One member of your team will act as the dealer; he or she
will deal seven rounds of baccarat to Bond and Zeus. (The
dealer will not actually play; he or she will only deal.)
Because that Red knave Zeus has many millions, while Bond
is only a modestly compensated MI6 agent, Zeus will be the
"banker" and Bond will be the "player" for all seven rounds.
Bond needs to win at least four of the hands in order to
put a stop to Zeus' evil plans. In an aside to the dealer,
Bond warns that the deck of cards should not, under any
circumstances, be shuffled!
Unfortunately Bond has been detained by the Coast Guard
for speeding, so he gives a member of your team $76,000,
the remainder of his per diem, and requests that he or she
bet as follows. (Odds are even money when betting on a player
or the banker, eight to one when betting that there will
be a tie. There will be no commission taken since this is
a private game, not occurring in a casino.)
Round 1: Place a $5,000 bet on Bond.
Round 2: If you win the first round bet, place another
$5,000 bet on Bond. If you lose the first round bet, place
a $5,000 bet on Zeus.
Round 3: If you win the second round bet, place $10,000
on Zeus. If you lose the second round bet, place $10,000
on Bond.
Round 4: If you win the third round bet, place $20,000
on Bond. If you lose the third round bet, place $20,000
on Zeus.
Round 5: If you win the fourth round bet, place $30,000
on Zeus. If you lose the fourth round bet, place $30,000
on Bond.
Round 6: If you win the fifth round bet, place $15,000
on Bond. If you lose the fifth round bet, place $15,000
on Zeus.
Round 7: If you win the sixth round bet, place $10,000
on Zeus. If you lose the sixth round bet, place $10,000
on Bond.
At the end of the game:
Which card determines the outcome of this game?
How much money do you give back to Bond?
Is San Francisco safe, or will the tons of explosives
that Zeus Stocked under the Bay mean the end of our beautiful
city?
Where will the results of this high-stakes card game
lead?
The Rules
Baccarat is played with eight decks of cards. Each numbered
card less than ten is worth its face value, aces are worth
1, and tens and face cards are worth 0. The suit does
not matter.
Play begins by all players betting either on the 'player',
'banker', or a tie. I put player and banker in quotes
because that is the correct terminology but they do not
necessarily represent the dealer or the actual players.
After all bets are down the dealer gives two cards each
to the player and the banker. (Note that the dealer
always deals the first and third cards to the player,
second and fourth cards to the banker.) The score
of the hand is the right digit of the total of the cards.
For example if the two cards were an 8 and 7, then the
total would be 15, and the score would be a 5. The scores
will always range from 0 to 9 and it is impossible to
bust.
A third card may or may not be dealt to either or both
the player and the dealer depending on the following rules.
If either the player or the banker has a total of
an 8 or a 9 they both stand. This rule overrides
all other rules.
If the player's total is 5 or less then the player
hits, otherwise the player stands.
If the player stands, then the banker hits on a total
of 5 or less. If the player does hit then use the chart
below to determine if the banker hits (H) or stands
(S).

After the third cards are dealt (if they are dealt),
the score of the player and dealer are compared, and
the winner is the one which is greater.
