Solution

When you shade in all the squares in each bingo card that contain prime numbers, each card reveals a character in the message:

P39 was of course Pier 39. Dock E is one of the boat docks at the Pier 39 Marina. #b (not #6, though it didn't matter) referred to one of the boat slips at Dock E. When teams arrived, they found that the license plate "DR ZEUS" had been run up a boat's mast in the slip nearest the entrance to Dock E. (Thanks to Eric Styler, who is the owner of the boat, a member of Pier 39's Marina staff, and a good sport. Thanks also to H. Paul Hammann for the idea for this clue.)
