The solution to this puzzle is to take "virtual" intersections of streets that don't actually meet (but would, if you extended them), then enter in the box the name of the street where each intersection would be, if it existed. Then, reading the first two columns of the grid (scanning left to right, top to bottom), you'll see the answer is Banana Republic. There are two in the treasure hunt sector so the instructions confirmed the one in question was the Banana Republic at 2 Embarcadero Center.

The Beginner & Regular divisions got some help reading the completed grid, with the first two columns shaded in yellow. Masters teams had a considerably tougher time of it, as the standard trick of reading the first letters of each answer wouldn't work in this case.

Beginner/Regular

During the tour of his factory, Willy Wonka is called away on urgent business. Before he leaves, he tells his guests to follow these directions to the ice cream room. Veruca Salt's father immediately tells him that there is something wrong with the instructions. Willy Wonka replies, "Of course there's nothing wrong with the directions, my dear man! Don't be such a stickler for reality. Just use your imagination, think outside the box, draw outside the lines, expand your horizons, shift your paradigm ... oh well, something like that. In any event, just do it and you'll be there in virtually no time at all. Now I can't answer any more silly questions - I have to split." And poof! He was gone in a cloud of whipped cream and maraschino cherries.

Here are the directions Willy Wonka gave his guests: "Go to each of these intersections. There is more than one ice cream room. Go to the one farthest east."

Now, from the ground level, head for Charlie's favorite place, but on your way, take the time to admire the fountain.

Charlie's favorite place would be - a chocolate store. In this case, Godiva Chocolates in 2 Embaracero Center.

The fountain (not a soda fountain, alas) is in the lobby of 2 Embarcadero, near Godiva.

 

What two countries are represented?

There is a sculpture there called "Chronos XIV" indicating the artist is "Nicholas Schoffer, Hungary/France, 1975."
